This pattern was one of my first creations. Borrowed from the many knitted versions, this can be a vessel for small treasures for crocheters, too. Step 1 looks correct, but step 2 should be inserted as follows:
Size 13 czech seed beads are used for the fringe instead of delicas. I do create little bags like this sometimes for gifts, but i believe you omitted a step. It’s a bit of both!
